Lesson 2: All about a Dog

I was travelling in a bus. It was a bitterly cold night. The bus stopped and two women and a man got in and filled the vacant places. The younger woman carried a little Pekinese dog. The conductor came in and took their fares. Then his eye rested on the beady-eyed dog. I saw trouble coming up. This was the opportunity for which the conductor had been waiting. He had a general vague grievance against passengers.

“You must take that dog out,” he said. “I shall certainly do nothing of the kind,” said the woman. “You must take the dog out—that’s my order.” “I won’t go on the top of the bus in such weather. It would kill me,” said the woman. The conductor pulled the bell, and the bus stopped. “This bus doesn’t go on until that dog is brought out.” He stepped on to the pavement and waited. It was his moment of triumph. He had the law on his side.
“আপনাকে অবশ্যই ওই কুকুরটিকে বাইরে নিয়ে যেতে হবে,” সে বলল। “আমি অবশ্যই এমন কিছু করব না,” মহিলাটি বললেন। “আপনাকে কুকুরটি বাইরে নিয়ে যেতেই হবে—এটা আমার আদেশ।” “আমি এমন আবহাওয়ায় বাসের উপরে যাব না। এটা আমাকে মেরে ফেলবে,” মহিলাটি বললেন। কন্ডাক্টর ঘণ্টা বাজিয়ে দিল, এবং বাসটি থেমে গেল। “যতক্ষণ না ওই কুকুরটিকে বের করা হচ্ছে, এই বাস চলবে না।” সে ফুটপাতে নেমে অপেক্ষা করতে লাগল। এটা ছিল তার বিজয়ের মুহূর্ত। আইন তার পক্ষে ছিল।
Everybody in the bus was on the side of the lady and her dog. They talked in raised voices: “Shameful.” “Call the police!” The conductor came to the door. Some passengers demanded, “Give us our fares back!” “No fares back,” said the conductor. A policeman strolled up. The passengers burst out with indignant protests. “Well, he’s got his rules, you know,” he said genially.

“I’ll go to the top,” said the young lady with the dog, at last. When she had disappeared up the stairs, the conductor came back and pulled the bell. The bus went on. Then the bus developed engine trouble and the conductor went to the help of the driver. Meanwhile, the lady with the dog stole down the stairs and re-entered the bus. When the engine was put right, the conductor came back and pulled the bell. Then his eye fell on the dog, and his hand went to the bell-rope again. The whole struggle began all over once again.

I was the last passenger left behind. “I’ve got my rules,” the conductor said to me. “Rules,” I said, “are necessary things. Some are hard and fast rules, like the rule of the road, which cannot be broken. But some are only rules for your guidance, like that rule about the dogs. You can use your common sense here. They are meant to be observed in the spirit, not in the letter. You have kept the rule, but broken its spirit. You should mind your rules with a little good will and good temper.” When I got off the bus he said “Good night” quite amiably.

Rules vs. Goodwill (Letter vs. Spirit)
The central theme is the conflict between following rules strictly (the “letter” of the law) and applying them with kindness and common sense (the “spirit”). The author suggests that rules should be tempered with goodwill to make them more humane.
মূল বিষয়বস্তু হলো নিয়ম কঠোরভাবে পালন করা (আইনের “অক্ষর”) এবং দয়া ও সাধারণ জ্ঞানের সাথে তা প্রয়োগ করার (আইনের “ভাবার্থ”) মধ্যেকার দ্বন্দ্ব। লেখক পরামর্শ দেন যে নিয়মগুলিকে আরও মানবিক করার জন্য সদিচ্ছার সাথে পালন করা উচিত।
The Use and Abuse of Power
The conductor uses his “little brief authority” not for the comfort of the passengers, but to satisfy his own grievance. He enjoys his “moment of triumph” at the expense of others, showing how petty power can be misused.
কন্ডাক্টর তার “সামান্য সংক্ষিপ্ত কর্তৃত্ব” যাত্রীদের আরামের জন্য নয়, বরং তার নিজের অভিযোগ মেটানোর জন্য ব্যবহার করে। সে অন্যদের মূল্যে তার “বিজয়ের মুহূর্ত” উপভোগ করে, যা দেখায় যে তুচ্ছ ক্ষমতার কীভাবে অপব্যবহার হতে পারে।
Public Solidarity
Despite the conductor having the law on his side, “Everybody in the bus was on the side of the lady and her dog.” This shows a human instinct to unite against an unfair or cruel application of rules, valuing compassion over cold regulations.

Street dogs often live a hard life, facing cruel actions from people. It is our necessity to look after them. We can be more humane to these animals by providing them with fresh water and leftover food. During winter or rainy seasons, we can build a small, simple shelter for them in our neighbourhood. If we find a dog is sick or injured, we should inform an animal welfare organization. By showing a little kindness, we can make their lives much better.
